The Tax Court provides sample Stipulation of Settlement forms. The following Stipulation of Settlement forms for local property tax appeals have been updated to add the base year to the Freeze Act language: Stipulation of Settlement (CN 10337), Stipulation of Settlement Added/Added Omitted (CN 11404), and Stipulation of Settlement with Exemption (CN 11405). Parties should include this revised Freeze Act language to applicable Stipulations of Settlement filed with the Tax Court:
The parties agree that there has been no change in value or municipal wide revaluation or reassessment adopted for the tax year(s) _and_ , and therefore agree that the provisions of N.J.S.A. 54:51A-8 (Freeze Act) shall be applicable to the assessment on the property referred to herein for said Freeze Act year(s) with_ being the base year. No Freeze Act year(s) shall be the basis for application of the Freeze Act for any subsequent year(s).
