Born at East Orange, New Jersey, June 19, 1903. Legal education: New Jersey Law School, -; New York University, LL.M.; Rutgers University, LL.D. Admitted to the bar as attorney, 1926; counsellor, 1929.

President Essex County Bar Association, 1942-1948. Member Essex County, New Jersey State and American Bar Associations. Associate Editor, New Jersey Law Journal, 1944-1947. Trustee, Village of South Orange, 1946-1947. Appointed an Advisory Master of the Court of Chancery by Chancellor A. Dayton Oliphant, February 1947. On Sept. 8, 1948, appointed Judge of the Essex County Court of Common Pleas by Governor Alfred E. Driscoll, April 1, 1958, reappointed, Essex County Court.

On Aug. 28, 1953, given ad interim appointment to the Superior Court and a full-term designation to that court on Sept. 0, 1953. Served in Appellate Division from March 1952 to Aug. 20, 1957. On the latter date named by Governor Robert B. Meyner as an Associate Justice of the Supreme Court.

Justice Francis retired from the Court on Sept. 2, 1972. He died on July 5, 1984, at the age of 81. He was married with three children, two sons and a daughter.
