Justice Burling was born Aug. 3, 1891, in Camden. He received elementary education in Pennsauken Township and Merchantville Borough public schools, and then was graduated from Camden High School. Received degree of LL.B. from Temple University Law School. He was admitted to practice law in New Jersey in 1913 and as a Counsellor-at-Law in 1916. He was a member of the Camden County, New Jersey and American Bar Associations and of the American Judicature Society. He was formerly an instructor of New Jersey Practice in Temple University Law School.

He was elected to the governing body of Pennsauken Township and subsequently served as its attorney and as attorney for its Board of Education. He served as Secretary to the Speaker of the House of Assembly in 1918, and as first assistant prosecutor of Camden County from 1918 to 1923, and as counsel for the Camden County Board of Freeholders from September 1923 to November 1926. He served as Senator from Camden County for one term beginning in 1936 and as a Circuit Court Judge from November 1942 to March 28, 1947, when he became an Associate Justice of the Supreme Court, and on Sept. 15, 1948, became Associate Justice of the New Supreme Court. Justice Burling died in office on Oct. 29, 1960 at the age of 69. He was married and has one child, a daughter.
