"All Courts will replicate the closing message when all courts are closed. This situation will occur when there is a state wide closing. If there is a closing (emergencyLevel 2) then this field overwrite all fields regardless of what is set individually. If there is a delayed opening (emergencyLevel 1) this field will replicate for all locations unless the individual location as a emergencyLevel 1 or 2 active.",
"Vicinages/Courts will handle status/closing information for that specific location. The All object will act like the All Courts option in the sense that it will take priority during a closing, or replicate if nothing is set (and delayed functions the same as well).",
