Justice Sullivan was born in Jersey City on Aug. 11, 1911. Educated in Georgetown University, A.B., 1982 ; Harvard Law school, LL.B., 1935. Admitted to the Bar as an attorney in April 1936, and as a counsellor in 1939. In World War II, he served in the U. S. Navy from 1942 to 1945. He was appointed Judge of the Second District Court of Jersey City in October 1945, Judge of the Hudson County District Court in 1949, and in 1953 was appointed Judge of the Superior Court. In March, 1959, he was assigned to the Appellate Division of the Superior Court.

He was appointed an associate justice of the Supreme Court by Gov. William T. Cahill and sworn on March 22, 1973. He retired Aug. 10, 1981, and died on Nov. 2, 2001, at the age of 90. He was married to Mary Josephine Hamill. The couple had one son.
